New open waitlist.

Lardmaster gets bored easily when he's only running games, and so I bring you the pickles open.

As the name suggests the game is open to anyone, but it's in honour of captain cholesterol. :wink:

Also, to keep the game eventful, I've increased the range on missiles to 4 provinces either side (up from 3) and reduced the tech requirements for each attack (now 40, 80, 120, 160).
