This may be a wierd and simple question, but how does POP in a neutral grow? I took province 63 in this game and there were only 105 POP in it. As far as I can tell I don't think any players were using spells on it. Just curious if Neutrals grow different than normal provinces.

Nevermind... I just used the WOKulater (Thanks Chris)! Forgot you only get 80% of what is in the Prov.
