I see I'm going to have to teach the scholars a thing or two about tactics...

It's quite simple. Switch to Hobgob as that can give you 10 EFF a turn, then make sure you have as few provinces as possible and your EFF will sky rocket!

As you can see, I'm the master of this tactic although staying with exactly one province is hard if you're fighting anyone better than Allie.
