MREs

I believe about 1-2 years ago, probably in the middle of the WOK5 Champs game, I discovered that neither my corn nor my MREs could go over 999. I recall that Nick was the GM at the time, and both he and Al called it a "bug," which was easily fixed. For the duration of the game, though, Nick simply changed the total of corn and/or MREs to go over 999, if applicable.
Here is the WOK5 History entry, noting the MRE fix:

++ The MRES maximum of 999 is now cleared, also (by popular demand) the crop limit for a Province is raised to 500 crop
I was a happy camper, but nevertheless never got to explore the MRE max again in any other game, until this year's Champs, when I noticed that after using a Protect spell, my MREs stayed at 999.
I brought this to the attention of GM Mike, explaining that I thought the bug was fixed. However, GM Mike, after some searching, brought to my attention a later WOK5 History entry:

++ corrected a bug with the Hobgob Tribe (#03). They now give the correct 2% EFF per slot traded
++ Tribe #14 Shak-Akash is back at filling MRES up to 100 (down from 150)
++ fixed a bug that had MRES go over 999 points
Al apparently changed the MREs back to a 999 limit, although I don't remember anyone ever discussing this on the boards before it was done. Certainly, I never knew about it. I don't see the point of having a limit --- it's very rarely reached anyway, and why can't you devote your resources for protection if you want to? As it stands now, no matter what another player does, you can always hit him with 3 Monsterburners, and wipe out his MREs. That doesn't seem right. So here are my questions:
1. Was there ever a discussion on this which led to Al changing this back to what was apparently an original "bug"?
2. Who is in favor of this limit?
