What is the general EFF of each neutral provinces?
How is it calculated?
Does it decrease each turn?
Anything that you can think of relating to this....

Hi Hryll, yes, the current Standard Rules don't seem to say it, but Neutrals start out with an EFF of 75% and it never changes. And their armies have a LEV of 1.000, which never changes, unless they beat off an attack, in which case their survivors get LEV bonuses for winning a battle.

Well, you prob already know this (?), but it might help new players: The EFF of Neutrals doesn't change at all, but Neutrals sure do get harder to take out as the turns roll by! This is because every neutral adds two armies every turn (the Rules mention this), but also because they add .2 to the DEF of their prov every turn (the new Rules don't mention this). Such that, during Turn 1, all Neutrals have 7 armies at a PDEF of 9.000; by Turn 2, if left to themselves, they have 9 armies and their PDEF has gone up to 9.600. By Turn 3, it's 11 armies at a PDEF of 10.200, and by Turn 4 it's 13 armies and a PDEF of 10.800. Etc. Etc.
