Now, I have no clue about what this guy is saying (is it dutch??) but....I mean....should a tv host not be able to hold it in? And what is up with this guys voice???

This is from a Belgian show called "In de gloria". The people involved are all actors. They make all kinds of things like this. It's funny as hell indeed. I have all of it on DVD
